Civil Marriage Process
Civil marriages in Singapore are administered by the Registry of Marriages (ROM). This guide covers the requirements, process, and considerations for your civil solemnization ceremony.
Civil marriages are open to all Singapore citizens, permanent residents, and foreigners regardless of religion, except for Muslims who are required to marry under Muslim law.

Legal Requirements
Before you can get married in Singapore, both parties must meet these requirements:
- Be at least 21 years old (or have parental consent if between 18-21)
- Not be currently married to someone else
- Be of sound mind
- Not be closely related by blood
The Civil Solemnization Process
Step 1: File Notice of Marriage
File a Notice of Marriage with ROM at least 21 days before your intended date through the official marriage portal
You'll need to create an account, fill in your details, and pay the filing fee of $42.
Step 2: Document Verification
Attend a verification of documents appointment at ROM with your partner.
Both parties must be present with original identification documents.
Step 3: Choose Solemnization Option
Choose between solemnization at ROM or by a licensed solemnizer at an external venue.
ROM solemnization is more affordable but has limited time slots. External venues offer more flexibility.
Step 4: Solemnization Ceremony
Complete the solemnization ceremony with two witnesses present.
Exchange vows, sign the marriage certificate, and receive your official marriage certificate.

- Death certificate of previous spouse (if applicable)
For Foreigners:
- Passport
- Birth certificate
- Certificate of No Impediment
- Divorce/Death certificate (if applicable)
